Phoenix, Las Vegas and Austin fighting back against homeless.

Do the homeless have the right to sleep on the streets? Where do their rights end and business owners and the rights of citizens to have safe, clean streets begin? How can this problem be solved when there are not enough places to house them, not enough programs to detox drug addicts and or help the mentally ill and veterans suffering out there?
